The Justice Department said Monday that three non-United States citizens in Florida have confessed to having knowingly voted in federal elections despite not being eligible to do so. 

Federal law requires voters to be American citizens in order to vote on the federal level, but some states and cities allow non-citizens to vote in local elections.
